中国民航局第二研究所,简称民航二所,是我国专业从事民航高新技术应用开发的科研机构,直属于中国民用航空局领导。伴随着新中国民航事业的成长和腾飞,经过60多年的发展建设,民航二所已成为我国最大的机场弱电产品提供商及系统集成商,是国内唯一具有完全自主知识产权的行李自动处理系统集成商、国内领先的空管装备和技术服务提供商及系统集成商、国内最大的航空化学产品生产制造商。20199月,北京大兴国际机场投入运营,民航二所作为重要参建单位代表受到习近平总书记亲切接见。

民航二所是中国民航科技事业的源流发端。1956年,中苏签署友好合作协议,民航二所是苏联援华的156个国家级重点项目之一。1958年,民航二所的前身“中国民航局科学研究所”在北京成立,中国民航自此有了自己的行业科研机构。在极端艰苦的条件下,以林立仁为代表的第一代民航二所人成功研制出“安全581型仪表着陆设备”,获得国家科委主任聂荣臻元帅签发的国家发明一等奖证书,成为新中国民航科研工作的扛鼎之作。1973年,根据国务院和中央军委命令,“中国民航局科学研究所”迁至四川省新津县。1987年经国家科委批复,“中国民航局科学研究所”更名为“中国民航局第二研究所”。

民航二所是中国民航自主创新的一面旗帜。民航二所认真学习贯彻习近平总书记关于“民航业要强化科技支撑,更好服务国家发展战略”的重要指示精神,包括国家百千万人才工程有突出贡献中青年专家、国家中青年科技创新领军人才在内的众多科研人员坚守自足行业、自主创新的初心和使命,先后斩获国家级、省部级科研项目奖项近150项,产品技术广泛运用于民航空管、机场、航空公司等领域的海内外300多家用户。高标准完成北京大兴国际机场这一全球空港标杆的建设,拥有一支能够胜任世界级机场建设任务的技术队伍,为众多的民航大型工程建设和生产运行系统提供技术支持和服务。

民航二所是实现民航强国战略的重要支撑。2020年3月,总投资106.3亿元的全国民航首个科技创新示范区正式启动建设。民航二所作为工程项目法人单位,将坚决落实中国民航局“建设世界一流民航科技创新示范区”的要求,努力建设具有世界水平的民航先进技术创新平台和重大技术装备研发中心,形成具有国际竞争力的产业集群,引领民航科技创新中长期发展。通过项目的投资、建设和运营,民航二所将成为中国民航原始创新的策源地、新技术应用推广的大本营、科技产业发展的助推器、自主科技创新成果的孵化中心和创新人才聚集的战略高地,为实现民航强国战略提供重要支撑。

The Second Research Institute of CAAC, abbrev. CAACSRI, is the research institute specializing in the high-tech application and development of civil aviation in China, directly affiliated to CAAC. Along with the growth and soaring of the aviation industry of China, having accomplished more than 60 years of development, CAACSRI has become the largest and leading provider and integrator for airport extra-low voltage products, baggage handling system with a full IPR, ATC equipment and services, as well as the manufacturer for aviation chemical products. In September 2019, Beijing Daxing International Airport has been put into operation, and CAACSRI has been presented to President Xi Jinping as the key construction unit.

CAACSRI is the origin of aviation technology progression in China. In 1956, China and the Soviet Union have signed up the cooperation agreement, and CAACSRI is one of the 156 National Key Projects of the agreement. In 1958, the predecessor of CAACSRI “Scientific Research Institute of CAAC” has been established in Beijing, and since then China has its own industrial research institute. In the arduous circumstances, represented by Lin Liren, the first generation of CAACSRI people has successfully developed “58-1 Instrumental Landing System Equipment”. 58-1 equipment of ILS has been granted with the first prize of National Invention Award issued by Marshal Nie Rongzhen, the Director of State Science and Technology Commission, and is a masterpiece of the aviation research in China. In 1973, by authority of the State Council and CMC, “Scientific Research Institute of CAAC” has been relocated to Xinjin County of Sichuan Province. Approved by the State Science and Technology Commission in 1987, “Scientific Research Institute of CAAC” was renamed to “The Second Research Institute of CAAC”.

CAACSRI is a flag of the independence and innovation of China civil aviation. CAACSRI is committed to understand and follow the President Xi Jinping regarding the important guidance “Civil aviation demands stronger technology support, to better serve the evolution strategy of the country”. The young and middle-aged experts, as well as leading talents of CAACSRI keep the mission and vision in mind, have been awarded with nearly 150 national and provincial research projects. Related products are widely deployed in over 300 overseas clients throughout ATC, airports and airlines. Completed the construction of Beijing Daxing International Airport with very high standards, CAACSRI possesses a team that is capable of handling world-class airport construction tasks, as well as providing technology support and services for a majority of large-scale engineering construction and operation of civil aviation.

CAACSRI is the essential support for realizing the state strategy of aviation power. March 2020, the first technology innovation demo zone with a total investment of 10.63 billion RMB has officially initiated the construction. As the legal unit of the engineering project, CAACSRI is committed to fulfill the demands of “developing the world’s leading aviation technology innovation demo zone”, to build the innovation platform and the R & D centre of key technology and equipment, aiming to form industrial group with international competitive capability, and to lead the mid-term and long-term development of aviation technology innovation. Via the project investment, construction and operation, CAACSRI will become the origin of primitive innovation, the base of new technology deployment and exploration, the booster of hi-tech industrial development, the incubation centre of independent innovation achievements, and the strategic highland of innovative talents, in order to provide fundamental support for the state strategy of aviation power.

With the spring breeze in the new era, CAACSRI will be led by the great goal of “welding the world-class civil aviation engineering technology research institute and the high-tech industrial group”, implementing the “12345” state development strategy, bearing the original intention in mind, to make further and greater contributions for the aviation power in the new era.
